NY School Bus Driver drug and alcohol testing

According to the article, New York State has passed new drug testing laws that will require random drug and alcohol testing for all School Bus drivers.  The article is a little confusing and possibly misleading as can be seen by some of the comments on the post at DATIA's facebook page.  According to News 12 only 10% of school bus drivers were required to be tested in the past but now all drivers will be required to be randomly tested.  I think News 12 is confusing the DOT Random testing rate established yearly (Currently at 25% drug & 10% alcohol.  Perhaps a source of confusion in the article).   Regardless, all drivers or workers in safety sensitive positions need to be enrolled in the pool to comply.   Since they are randomly chosen, everyone is equally at risk of being selected.
